What are CASA’s requirements for ARO and WSO training?
CASR Part 139 (Aerodromes) and Part 139 Manual of Standards (‘MOS 139’) provides the regulatory framework and defines the role, function and responsibilities of the Aerodrome Operator, and the ARO and WSO. The MOS also defines:
- the physical characteristics of the movement area of an aerodrome
- visual aids for the movement area and other areas of an aerodrome
- the maintenance of visual aids at an aerodrome
- wind direction indicators at an aerodrome
- visual approach slope indicator systems at an aerodrome
- lighting systems at an aerodrome
- the installation, operation or maintenance of aerodrome facilities and equipment
- access to an aerodrome, including requirements relating to fencing for the aerodrome
- design requirements to avoid the creation of hazards from aircraft propulsion systems at an aerodrome.
AC 139.C-02 – Aerodrome personnel provides considerable detail about several additional roles and responsibilities associated with the safe operation of the aerodrome.
Ultimately the aerodrome operator is responsible for ensuring that all appointed aerodrome personnel such as ARO’s and WSO’s, are adequately trained, competent and experienced to safely undertake those duties. MOS 139 includes a detailed breakdown of training requirements for these people, which is the genesis of the AAA online education courses.
Is the AAA accredited?
No. However, CASA does not require aerodrome personnel to have completed accredited training. MOS 139 simply requires them to be ‘suitably trained’. AAA’s non-accredited courses meet this requirement providing valuable information and context about regarding aerodrome safety, compliance and the roles, functions and responsibilities of aerodrome personnel.
Why train with the AAA?
Developed in collaboration with aviation industry leaders, the AAA’s technical training courses are designed to support key areas of airport operations such as in the role of an Aerodrome Reporting Officer (ARO) and Works Safety Officer (WSO). Each course aligns with Civil Aviation Safety Regulations (CASR Part 139), the Manual of Standards (MOS 139), and Advisory Circular AC139.
Whilst not an accredited course it will provide valuable information and context regarding these two important roles. These courses are ideal as a refresher for those accredited personnel, or as a foundational course for those who play a pivotal supporting (albeit non-appointed) role in the aerodrome environment.
Those considering undertaking AAA courses should not be put off by the fact they are non-accredited. CASA does not require aerodrome personnel to have completed accredited training. MOS 139 simply requires them to be ‘suitably trained’.
Non-accredited training is more flexible, cost-effective, and tailored to specific, immediate needs, such as for professional development or to learn new skills quickly. While it doesn't lead to a formal, nationally recognised qualification, it is valuable for upskilling in niche areas, adapting to industry changes, and improving on-the-job performance. This is why AAA courses are often preferred; they are far more contemporary than accredited courses which in Australia are generally only updated and reviewed on a five-year cycle.
How are the AAA courses delivered?
AAA courses are all online and self-led. This offers flexibility to participants to undertake training on the go form any device, mobile, tablet, laptop.
